On May 12, 1972, Rhea was born in Norfolk, Virginia, in the United States. Raised in a military family, Rhea’s early years were spent relocating frequently, with her parents living in Japan, Arizona, and Washington, D.C.
Her mother was employed by the US Navy as an executive assistant, while her father was an agent in the Naval Investigative Service.
