He also reportedly worked for Glenn Defense Marine Asia as a ship support contractor (GDMA). In addition to this, he served as the company’s chairman, president, and chief executive.
In the 2000s to 2010s, Leonard was implicated in a corruption incident involving the US Navy. According to the sources, he bought off numerous uniformed officers of the US Seventh Fleet. He was arrested in 2013. After two years, Francis admitted to paying Navy officers $500,000 in bribes. They gave him access to sensitive information in exchange. He profited significantly from a corruption scandal.
