Four teenagers, Armando Lazo (17), Bobby (Robert) England (18), Jesse Hernandez, and Juan Medina, came home from a house party on April 10, 1993. After some time they reached the road crossing and someone started firing. According to reports, Jesse and Medina ran while Lazo and England were shot. El Paso Police Department (EPPD) officers Marquez, Graves, Arbogast, and Laredo looked into the homicide. Authorities were notified by Jesse and Medina that they were unable to identify the shooters. Later, Marquez held Michael Johnston, 15, for approximately eight hours while questioning him. Even death threats from the police were made against him.
Marquez arrived on April 21, 1993, along with the second suspect, David Rangel (17), and started questioning him. The accused were coerced into making the admissions by EPPD officers. David claimed that Lazo and England had been murdered by his cousin, 16-year-old Daniel Villegas. Additionally, he asserted that he was not the criminal. because Villegas was watching a movie when the Village Green Apartments were shot.
